Shipunov (2019) in FNA17 states that "While considering the proposal made by W. L. Applequist (2006) to reject Plantago psyllium, the Nomenclature Committee for Vascular Plants also decided that P. indica is a legitimate name (R. K. Brummitt 2009). A. B. Doweld and A. Shipunov (2017) published a proposal to reject P. indica in favor of P. arenaria. That proposal awaits a decision by that committee." Additionally, Flora of New England says that P. indica is an illegitimate name, and P. psyllium is an ambiguous name. Until this is settled, we are tentatively using the name Plantago indica, per FNA and Flora of the Southeastern U.S.
Habitat
There are several Virginia records, all from from the 1930's and '40's. The Caroline and Henrico county collections came from railroad ballast; see Fernald in Rhodora 41: 570 (1939).
